Elected as an Anti-Jacksonian to represent New York's 19th District in the Twenty-first Congress, he served from 1829 to 1831. Finch was raised in Clinton County, New York, where he studied law but was apparently never admitted to the bar. Instead he moved to Essex County and settled in Jay as a gentleman farmer. During the War of 1812 he served as a Major in the 26th Regiment of Infantry, and from 1822 to 1824 he was a member of the State Assembly. Finch was not a candidate for renomination in the 1830 Congressional race and sought no other political office.
