He was elected as a Democrat to represent New Jersey's 2nd District in the Thirty-Second and Thirty-Third Congresses, serving from 1851 to 1855. Skelton was born in Buckingham Township, Bucks County, Pennsylvania, and moved to Trenton, New Jersey around 1829. Following a stint in the mercantile industry, he studied at the Jefferson Medical College in Philadelphia (1835 to 1838) and became a practicing physician there and in Trenton. Skelton's interest in public health issues led him to serve as superintendent of the Trenton Public Schools in 1848. He did not seek a third term in the US House of Representatives and returned to the New Jersey capital to resume his medical practice.
