Raised in Coxsackie, New York, he graduated from the Albany Business College in 1902 and was engaged in steel bridge construction in the state capital. In 1916 founded a successful lumber business in his hometown while also maintaining interests in banking, milling and equipment supplies. A Republican, Goodwin survived the Democratic landslide of the 1932 national elections and won the first of three consecutive terms in the US House of Representatives.
