US Congressman. Born in Elizabethtown, New York, he apprenticed as a carpenter and worked in that trade until 1838, when he was admitted to the bar and began law practice in his hometown. His first public office was as Surrogate of Essex County (1840 to 1844). Kellogg was elected as a Whig to the US House of Representatives, representing New York's 14th District, and served from 1847 to 1849; he was not a candidate for renomination and returned to Elizabethtown. With the collapse of the Whig Party in the mid-1850s he joined the Republicans and was a delegate to their 1860 National Convention. The Civil War years saw Kellogg helping to organize and finance the 118th Regiment of the New York Volunteers, and he was known by them as the "Father of the Regiment". His aid was particularly effective back on Capitol Hill, where he was elected to represent New York's 16th District in the Thirty-Eighth and Thirty-Ninth Congresses; he served from 1863 until his death in office. He was buried in Elizabethtown. There is a cenotaph in Kellogg's memory at Congressional Cemetery in Washington, DC. (bio by: Bobb Edwards)
