Elected as a Democrat to represent Maine's 7th District in the US House of Representatives, he served from 1841 to 1843. Little is known of his early life; his birth was recorded in Industry, Maine, where his parents lived from 1800 to 1812. He later lived in Belfast and China, Maine, where he died. Marshall served two terms in the Maine State Legislature (1827 and 1834), and in 1840, was elected on the Van Buren ticket to the US House for one term. He was collector of Belfast 1846 to 1849. Marshall was instrumental in the formation of the Corinthian Chapter of the Masonic Lodge (Belfast, Maine) and served as its scribe. As a member of the China (Maine) Agricultural Society, he submitted reports on crop cultivation and yields and was chosen Vice President. A member of the State Militia, in 1833, he is said to have been Colonel and rose to the rank of General.
