Bill was the middle child of five born to Frances and Robet McKee Lackey Sr. Born in Baltimore, Maryland, on 6 Aug 1999, Bill spent part of his youth in Lexington and Newport News, Virginia. He was an artist, beginning with portraits and progressing to an artist at NASA.

When he married Patricia J. Cockrell on 07 Feb 1957 (in Baltimore County, Maryland), he also gained two sons, Larry and Steve. He adopted her boys before he and Pat had more children, daughters Diane and Suzanne and son David.

Bill, Pat and their five children spent many years renovating and enjoying a huge old mansion on Forrest Avenue. The kids grew up there. After all the kids married and moved out, Bill and Pat decided to downsize and moved to a waterfront apartment.

While Bill and Pat were shopping one day, he purchased a vase that so impressed him he wanted it as a container for his ashes for her to keep.

Bill died in Baltimore on 08 Aug 1999. He was survived by his wife Pat and all five of their children and their seven grandchildren.

After Bill's celebration of life service, the family gathered and released balloons bearing their prayers and blessings for their much loved husband, father, grandfather and uncle.

Youngest son David shared some of his Dad's favorite quips:

"You don't work, you can't go on vacation."

"You don't like yourself, no one else will like you either."
