US Congressman. Born in Philadelphia, Pennsylvania, he elected as a Republican and Pennsylvania’s 1st Delegate to the Eighth, Ninth, and Tenth Congresses, serving (1803-08). After his resignation, he was judge of the United States District Court for New Hampshire and engaged in banking at the Bank of Philadelphia.
