Conrad was the son of Conrad Merville LeBlanc, Sr. and Marguerite Naquin LeBlanc. On 26 March 1943, Conrad Merville LeBlanc, Jr. and Larue Smith were married. Boo operated a service station in Shriever, Louisiana.
Boo served in the United States Army from 25 November 1942 to 11 January 1946. He was a Tech 4 Sgt. Boo drove a medium tank in combat in Okinawa. He was also in Hawaii and Leyete in the Philippines. Boo was awarded the Asiatic - Pacific Ribbon with two campaign stars and the Philippine Liberation Ribbon. He was with the 711 Tank Battalion, Company C, 7th Armored Division.
