She was born near Pine Bluff in Jefferson County . Arkansas. She was the daughter of John Williams and Fannie McDowell Bertrand Williams. Her mother died when she was very young and she was raised by her grandfather. Robert C Bertrand and his third wife, Cora Lockhart Bertrand. She moved with her family around 1902 to Crystal Springs Arkansas. She married Joe Harmon and had three children Ray D Harmon who died 11/28/1944 as result of a train accident,(Jen Seiblus is he daughter of Ray D Harmon) Kathleen and Taft who died at the age of 8 months. Her great grandfather was Charles P Bertrand. He was involved in the early history of Arkansas. He owned and published the Arkansas Advocate. He was the 10th Mayor of Little Rock. He was said to have made a speech at the annual conference of the Methodist church in Little Rock in which he asked the conference to demand that the Federal Government remove the Federal ( Union ) Troops from the City of Little Rock. His Father was Pierre Bertrand, born in France and Migrated to New York before 1800 and Married Eliza Wilson from Scotland. He was Killed in a native uprising in Haiti. Eliza then Married Dr Matthew Cunningham and they moved to Little Rock in the early 1820's . She was the first white woman to live in Little Rock and her son was the firt white child born there.
