Zachariah was the son of James Bailey, Sr. and Margaret "Peggy" Stinson. He first married Hester (Ester" "Hettie" Amburn, daughter of Samuel Amburn and Phebe Hiatt. After her death, he married Rachel Glandon, daughter of Jacob Glandon and Martha Hiatt. They had the following twelve children: Martha Irene; John Asbury; Mary Malvina; Zachariah Henry, Jr.; Patrick J.; Allen Payton; Aaron Henderson; William Riley; Louvenia Louisa; James Wesley; Rachel Cosby Anna; and Daniel.

Zachariah served in Timothy Doulton's Company, Virginia Militia, during the War of 1812.
