U.S. Congressman. Born the great-grandson of U.S. Continental Congressman and great-grandson of Congressman Charles Goldsborough, he graduated from Washington College, Chestertown, in 1899, from the law department of the University of Maryland, 1901, was admitted to the bar and commenced to practice law in Denton, Maryland. He was prosecuting attorney for Caroline County, (1904-08). In 1921, he was elected as a Democrat to the Sixty-seventh Congress and to the next nine succeeding Congresses, serving he resigned in 1939. He was then appointed an associate justice of the U.S. District Court for the District of Columbia and served until his death at age 73.
