Member of the Delaware Militia and served during the Revolutionary War. Appointed to represent Delaware in the Continental Congress in 1786. Served in the Delaware State House of Representatives in 1782, 1784, 1787, and from 1793 to 1794. Elected as the Treasurer of Sussex County, Delaware and served from 1785 to 1796.
