Served two years as a Captain in the United States Army and also served in 1803 as the Adjutant General of Delaware. Appointed by Governor Richard Bassett of Delaware in 1801 as a Senator from Delaware to the United States Senate to fill a vacancy, and was sworn into office on February 28, 1801.
