U.S. Congressman. He graduated from Dartmouth College New Hampshire, in 1843, studied law, was admitted to the bar and commenced to practice law in Boston, Massachusetts, in 1846. He was a member of the Massachusetts House of Representatives, in 1852 and a member of the State constitutional convention in 1853. In 1858, he was elected as a Republican to the Thirty-fifth Congress to fill the vacancy caused by the resignation of Nathaniel P. Banks and reelected to the next four succeeding Congresses, serving until 1865. He was again elected to the Forty-third Congress, serving (1873-75). An unsuccessful candidate for reelection, he was a pension agent in Boston, (1876-86), practiced law and engaged in literary pursuits until his death at age 71.
