U.S. Congressman. During World War I, he served as a Private in the U.S. Army and after the war, was employed with the United States Veterans’ Administration, (1920-34) and a member of the Massachusetts State House of Representatives, (1935-37). In 1937, he was elected as a Democrat to the Seventy-fifth Congress to fill the vacancy caused by the resignation of John P. Higgins, was reelected to the Seventy-sixth and Seventy-seventh Congresses, serving until 1953. Not a candidate for re-nomination, he served as City of Boston transit commissioner, (1943-45), chairman of the Department of Public Utilities of Massachusetts, (1946-1955) and chairman, Board of Review, Assessing Department, City of Boston, (1956-60).
