US Congressman, US Senator. He was a graduate of the University of Pennsylvania Medical School in Philadelphia, Pennsylvania, and had a career as a physician prior to his entering politics. He served a term as treasurer for the state of Delaware before being elected as a Republican to represent Delaware as an At-Large Delegate in the United States House of Representatives, serving from1 1901 to 1903. In 1903 was elected as a Republican Senator from Delaware to the United States Senate, filling vacancy for an unexpired term. He served until 1905, then returned to his medical practice in Delaware. In 1918 he was elected to another Senate term, serving this time from 1919 to 1925. Upon the expiration of this term he once more to resume his medical practice, which he performed until his death in 1933.
