He was born on December 16, 1925, in Corinne, Utah, a son of Pable and Inez Duran Baltazar.
He was educated in Box Elder County Schools and was a lifelong resident of Corinne, Utah.
He was a member of St Henry's Catholic Church.
On August 12, 1950 he married Bessie Reyna at St Joseph's Catholic Church in Ogden, Utah.
He had been employed by Hill Air Force Base for 37 years, retiring in 1982. At the time of his death, he was the City Maintenance Man for Corinne City. He loved his family, the outdoors and was a dedicated citizen of his town. He served for three terms as a City Councilman and was instrumental in establishing the Corinne City Basketball Diamond and Ice Skating Rink.
Survivors include his wife of Corinne, Utah; two sons, Fred D Baltazar, Jr, Cocoa Beach, Florida; John P Baltazar, Corinne, Utah; one daughter, Mrs Gerald (Yolanda) Medina, Pleasant View, Utah; two grandsons and one granddaughter.
He was preceded in death by a son, Robert P Baltazar.
Burial was held in the Corinne Cemetery, Corinne, Utah.
