Delaware Governor. He served as Sheriff of Kent County, Delaware and in the Delaware House of Representatives as the Speaker of the House. During the Revolutionary War he was a Brigader General of the Delaware Militia. Served as Delaware's 8th President (Governor) from October 28, 1786 until his death on March 29, 1789.
