Served as Delaware's 12th Governor from January 19, 1796 to September 28, 1797. He became Delaware's 2nd Governor to die while still in that office. Served as a Lieutenant Colonel during the Revolutionary War, being wounded during the battle of White Plains, New York. Also served in the Delaware General Assembly from 1784 to 1786.
