U.S. Congressman, Delaware Governor. He attended the Methodist Pennington Seminary and during the Mexican-American War, he served as a Major in the Delaware Militia. After the war, he engaged in agricultural pursuits and was a director of the Kent & Queen Annes Railroad. Entering politics he was a member of the Delaware Constitutional Convention in 1853 and elected as a Democrat to the Forty-first and Forty-second Congresses, serving (1869-73). In 1886, he was elected as a Democratic the 38th Governor of Delaware, serving until 1891. While he was in office, a valued-policy insurance law was constituted, a state hospital for the insane was initiated and the office of superintendent of schools was increased from two to three. After his term, he retired from public service and returned to agricultural interests until his death at age 72.
