CHARLES ELMER GRAVES was born on February 12, 1928, at El Centro, California, to Charles Nathaniel and Mary Myrtle (Bridges) Graves. He lived there until 1930 when he moved to Idaho Falls with his family where he has since resided. He graduated from Idaho Falls High School in 1946.

He married DeAnn Drollinger on June 28, 1949, at Osgood, and the marriage was solmenized in the Idaho Falls LDS Temple on July 12, 1950.

He worked for Garrett Freightlines, Inc. for 30 years.

He was an active member of The Church of Jesus Christ of Latter-day Saints and served in many capacities. He was heavily involved in Scouting and was awarded the Silver Beaver Award on April 25, 1984, for 25 years of service.
