US Congressman. A native of what was then Charles Town, Virginia, English enlisted into the Confederate Army after the outbreak of the Civil War and served as a Private in Company B of the 12th Virginia Cavalry. At war's end, he moved west and settled in California. In 1877 he was elected to the Contra Costa County Board of Supervisors, serving until 1881, and in 1882 he was elected to the California State Senate. In 1894 he was elected to the United States House of Representatives representing California's 3rd District until 1895.
