As Vice President of the Police Board, he had cleaned up a badly managed and politically controlled department. He had also been Vice President of the Bar Association. He and his wife were asked to serve in two of the top positions to help prepare for the 1904 St. Louis World's Fair. However, by late 1903, after a series of newspaper articles exposing James as having defrauding the trustee and embezzling over three hundred thousand dollars from a group of Philadelphis investors, he and his family fled to Florida. By mid-Jauary 1904, just months before the fair opened, James killed himself.
