Mr. O'Neal, a native of Hatteras, N.C., was a member of Fairhaven United Methodist Church.
Survivors include his wife Petronella Van Schaik O'Neal; two daughters: Elizabeth Ann O'Neal of West Point, N.Y. and Linda S. O'Neal of Cumberland, Md.; a son, Jimmie C. O'Neal, Jr. of Weirton, West Virginia; a step-son, Richard H. Davelaar of Medford, Oregon; 5 sisters: Helen Midgett and Cynthia Williams, both of Elizabeth City, Lovie Midgett and Olive Patrick of Rodanthe, and Zenovah Hooper of Salvo, N.C.; a brother, Arval O'Neal of Rodanthe; and one step-grandchild.
Funeral arrangements are pending. Twiford's Colony Chapel in Manteo is handling arrangements.
