Panamanian President. He served as President of the Republic of Panama from October 9, 1941 until June 15, 1945. After the 1940 election of Arnulfo Arias, he was appointed Minister of Government and Justice, also serving temporarily as both Minister of Foreign Affairs and Minister of Finance and Treasury. With the force of the National Police, Arias was ousted from power while on a trip to Cuba in 1941, and de la Guardia became president. His tenure was marked by a focus on political reform and was highly cooperative with the United States. Following the Japanese attack on Pearl Harbor, his administration made Panama the first Latin American country to declare war on the Axis Powers, in support of the United States. He allowed the United States Navy to take over defense of the Gulf of Panama and accepted the Fabrega-Wilson Agreement, which allowed the establishment of 134 temporary military bases outside of the Canal Zone. His administration saw the construction completion of the Transisthmian Highway, along with the establishment of the Bank of Urbanization and Renewal, the Women's Reformatory in Los Santos, the Children's Institute, the Hotel Nacional in David, and National Police Headquarters in Colon, among many other things. He organized the Constituent Assembly whose function was to draft a new constitution. The new Assembly transferred power to Enrique Jimenez, bringing de la Guardia's term to an end.
