US Congressman. Born on a plantation near Vicksburg, Mississippi, he graduated from the law department of the University of Mississippi in 1894, was admitted to the bar and commenced to practice law in Vicksburg, Mississippi. He was a member of the Mississippi State House of Representatives (1896-99) and circuit court clerk of Warren County, (1900-09). In 1909, he was elected as a Democrat to the Sixty-first and to the eleven succeeding Congresses, serving until 1933. Declining to be a candidate for reelection, he was appointed a member of the US Tariff Commission by President Franklin D. Roosevelt and served until his death at age 61 in Washington, D.C.
