Hazen was the ninth of twelve children; he was named after Detroit's mayor Hazen Pingree, who became governor of Michigan in 1896, the year Hazen Miller was born. Hazen was born and raised in Eaton Rapids. By age 14, he was out on his own boarding with another family in a nearby town.

Hazen served in WWI. He was a machinist and later a foreman in an auto factory. He moved to Flint and worked for Chevrolet Motors along with his brother, Bradley. Hazen married Estella E. Essenpreiss in 1922, and they moved to California sometime after 1930.
