Premier of Ontario, Canada. A member of the Ontario Progressive Conservative Party, he served as Premier from December 1930 until July 1934. Born in King Township, Ontario, he attended Upper Canada College in Toronto, Ontario and received a Bachelor of Arts Degree. He then attended the University of Toronto, in Toronto from where he received a Bachelor of Laws Degree. Additionally, after graduating from the Ontario Agricultural College in Toronto, he set upon becoming a farmer in East York, Ontario. After spending about ten years in local politics, he was elected to the Ontario Legislature in 1913 and five years later he was appointed Minister of Agriculture. In 1920 he ran for leadership of Ontario's Conservative Party but lost to Howard Ferguson. From 1923 until 1930 he served as Ontario's Minister of Highways. When Howard Ferguson relinquished his premiership, in December 1930, he became his successor as party leader and Premier. During his term, he continued to build roads, expanding Ontario's highway system by over 80 percent, but little else was accomplished in the way of addressing unemployment or other social welfare programs transpiring during the Great Depression. In the 1934 election, his party was defeated by the Ontario Liberal Party and he lost the premiership to Mitchell Hepburn. He remained in the Ontario Parliament and became Leader of the Opposition from 1934 until 1938, when he retired from politics and pursued his farming interests. He died in Toronto, Ontario at the age of 87.
