U.S. Congressman. Born in the town of Gates, New York, he graduated from Harvard University in 1877, from the Harvard University law department in 1880, was admitted to the bar and commenced to practice law in Rochester, New York. He was director of the Rochester General Hospital, (1889-1918) a member of the board of managers of the New York State Reformatory, (1900-02) and trustee of the Reynolds Library, (1906-18). In 1911, he was elected as a Republican to the Sixty-second, Sixty-third and Sixty-fourth Congresses, serving until 1917. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 63 in Rochester, New York.
