U.S. Congressman. With the advent of the Civil War, he enlisted in the Union Army at the age of nineteen and served as a Private in Company A, 12th Regiment, Rhode Island Volunteer Infantry. After the war, he attended the Illinois State Normal School, Southern Illinois College, returned to Rhode Island, in 1869 and taught school in Providence, Rhode Island, until 1870. He then studied law, graduated from law department of the University of Albany, in 1871, was admitted to the bar and commenced to practice in law Providence, Rhode Island, in 1872. Entering politics, he was a member of the Rhode Island State House of Representatives, (1872-73) and served in the Rhode Island State Senate, (1874-75, 84-85, 90). On February 21, 1887, he was elected as a Democrat to fill the vacancy of William A. Pirce and served until March 3, 1887. He was again elected to the Fifty-second Congress, serving (1891-93) and reelected to the Fifty-third Congress, serving (1893-95). Not a candidate for re-nomination, he resumed the practice of law until his death.
