| Birth: | Feb. 18, 1870 Evansville Vanderburgh County Indiana, USA | | Death: | Feb. 8, 1929 Detroit Wayne County Michigan, USA |  US Congressman, Presidential Cabinet Secretary. He served in the United States Navy during the Spanish-American War as a Gunner's Mate, 3rd Class on board the "USS Yosemite". He elected as a Republican to represent Michigan's 1st Congressional District in the United States House of Representatives, serving from 1905 to 1911. He was defeated in 1910. In 1921 he was appointed by President Warren G. Harding as United States Secretary of the Navy, a post he served in until he resigned in 1924 in the wake of the Teapot Dome scandal. During World War I he served active duty in the United States Marine Corps, rising to the rank of Major.
