When he was elected in 1914, he became the first Jewish governor in the United States. He went on to earn a reputation for wit, eloquence, and progressiveness. He was elected Governor of Idaho twice, and also elected Mayor of Boise, Idaho twice. As governor, he started the state highway system, workers' compensation and the State Insurance Commission.
