Served as Governor of Colorado as a Republican from 1907 to 1909. As governor, supported a strong pure food law, creation of the Railroad Commission, and the enactment of a viable insurance code. He also supported the State Board of Charities and Corrections allowing for the development of the Stte Home for the Mentally Defective, and acted to convince the General Assembly to adequately fund state-supported schools and public building projects and bridges throughout Colorado. Appointed a Methodist minister at the Evans Chapel in 1886, and later, at the Trinity Methodist Church, he was named Chancellor of the University of Denver in 1899. Returned full-time as Chancellor after his tenure of Governor, having served in both posts concurrently.
