A civic idealist, Speer implemented the City Beautiful concept, which he came to know following a visit to the 1893 World's Columbia Exposition in Chicago-in making major improvements to Denver during his tenure, including a master plan that resulted in parks, fountains, parkways and impressive public buildings. Commissioned the award winning Mabel Landrum Torry "Wynken, Blynken and Nod" sculpture located in Washington Park, Denver, honoring the Eugene Field poem of the same name.
