Buse graduated from the United States Naval Academy at Annapolis in 1934. During World War II he was a major while an assistant G-3 on General Vandegrift's staff when he fought on Guadalcanal. During the Korean War, he served as Chief of Staff of the 1st Marine Division. During the early 1960's Buse commanded the 3rd Marine Division. He later served as Chief of Staff at Headquarters, Marine Corps and Commanding General of Fleet Marine Force, Pacific before retiring in 1970. He received the Silver Star while Commanding Officer of the Third Battalion, Seventh Marines, First Marine Division, in action against enemy Japanese Forces on Cape Gloucester, New Britain from January 14, 1944 to January 16, 1944. In addition to the Silver Star he received the Legion of Merit with Combat "V", and the Navy Distinguished Service Medal with Gold Star.
