Perry was the youngest son of Charles D. Burdeaux and Bertha Hudson Burdeaux. He had 5 brothers and 6 sisters and was raised in Lyman, Mississippi. He was married to Merley Dillon. They had 5 children (1 son, 4 daughters) and numerous grandchildren and great grandchildren. He was a member of the Landmark Missionary Baptist Church in Mount Enterprise, Texas. Perry was a retired carpenter. He was also a veteran of the U.S. Marine Corps. Perry and Merley lived many years in Pasadena, Texas.
