Elleen graduated from Central High School in Muncie and attended Ball State University. While at BSU, Elleen was a member of the Gamma Gamma Sorority. Elleen was a member of the Beta Theta chapter of Psi lota Xi sorority. She served as the sorority's president in 1964-65 and wrote the words and music to "We Welcome You" for the sorority. Elleen moved to Indianapolis after the death of her husband. She served in the Delta Beta chapter, Psi lota Xi while in Indianapolis and was on the sorority's national council in 1955-56. Elleen was the first Eaton Elementary School kindergarden teacher and taught kindergarden in the Muncie schools.
Elleen was the daughter of John and Ida M.(Nicely) Touhey. She married Watson Lowell Carter, son of Ellsworth and Edna (Craw) on April 21, 1926 in Muncie, Delaware County, Indiana. Watson and Elleen had one child.
