U.S. Congressman. After attending St. Eugene's College, he studied law, graduated from the law department of Tulane University, in 1899, was admitted to the bar and commenced practice law in Covington, Louisiana, in 1902. Entering politics, he was a member of the State House of Representatives, in 1908 and served as the St. Tammany Parish County District Attorney, (1908-12). In 1912, he was elected as a Democrat to the Sixty-second Congress to fill the vacancy caused by the death of Robert C. Wickliffe, reelected to the Sixty-third and Sixty-fourth Congresses, serving until 1917. Not a candidate for re-nomination, he resumed the practice of law until his death.
