Served as Governor of California from 1917 to 1923. He came to Los Angeles in 1887, and became a successful businessman. In 1909, Los Angeles Mayor Arthur C. Harper was ousted from office in a recall, and William D. Stephens was appointed interim mayor. He served for 11 days, from March 15th to March 26th, 1909. In 1910 he entered national politics as a Republican congressman, and served until 1916 when he resigned to become Lieutenant Governor of California.
