Villalaz's career began as instructor at the Colegio del Istmo and scribe of the circuit court (over which he would later preside). In 1903, he assisted with the drafting of the Declaration of Independence and later with the design of the Republic's coat of arms. Following independence, he became a Supreme Court justice.
