A Republican, he was elected to represent Rhode Island's 2nd District in the US House of Representatives, serving from 1887 to 1891 and from 1895 to 1897. He ran for reelection in 1890, but neither candidate received a majority and he refused to participate in a new election ordered by the general assembly. He did not seek a fourth term in 1896. Arnold was born in Coventry, Kent County, Rhode Island. He entered the mercantile industry in 1857 and within a decade owned wool factories in Chepachet and Westerly, which he successfully ran until his death. (bio by: Bobb Edwards)
