Rodolfo Chiari Robles

Panamanian President. Served as president from 1924 until 1928 as a candidate of the National Liberal Party. Chiari was born in Aguadulce. As a young man, he moved to Panama City where he worked for the French Bizarre. He returned to Cocle and established a sugar cane farm he called Hacienda la Estrella. He would later construct an accompanying sugar mill, named Ofelina, for his wife. With Ofelina, he would have five children including Roberto F. Chiari , who himself would later serve as president. He held the post of Deputy Secretary of Finance and Treasury, Manager of the National Bank of Government and Justice, and Postmaster General. He twice served as Vice President in the cabinet of Belisario Porras. During his tenure as President, he was immediately faced with national unrest. In 1925, tensions with the native Kuna of the San Blas Islands resulted in bloody revolt and a declaration of independence from the Republic. He called on the United States to intervene and a treaty was negotiated granting semi-autonomy to the Kuna. The same year saw the Tenants Strike, in which the United States also intervened. Also that year, there was the proposal of the universally unpopular Kellogg-Alfaro Treaty, which would have allowed an increased United States military presence and mandated automatic participation by the Republic in a war involving the United States. While it restricted private commercial operations in the Canal Zone, it provided very little economic benefit for the Republic. The treaty was ignored by the National Assembly, and its illegality was reiterated by the League of Nations. Chiari spent his final years on his farm. Ill-health prompted him to travel to the United States, where he died from what was believed to be a misdiagnosed perforated appendix. (bio by: BluGraver)
