General. Politician. Ambassador. Though born in the United States, Obarrio was in fact a member of a prominent isthmian family. He graduated from the University of Colombia in Mathematics and Physics. As a general in the Colombian army, he served as prefect of the province of Panama. He was one of the initiators of the separatist movement and an organizer of the Revolutionary Committee (along with Manuel Amador, Jose Arango, Ricardo Arias, Tomas Arias, Federico Boyd, Carlos Constantino Arosemena, and Manuel Espinosa Batista) in 1903. He is thusly considered one of the Republic's founding fathers. Following the Republic of Panama's successful independence from Colombia, he was appointed Minister of War and Navy. He was later elected to a seat in the National Assembly. He served as Envoy Extraordinaire and Minister Plenopotentiary to the governments of Peru, Germany, and the Holy See (later the Vatican). He was a benefactor of the Iglesia Santuario Nacional, where he is entombed, having donated the land on which it was built. (bio by: BluGraver)
