Born in Buffalo, New York, he was trained as a lawyer, but never practiced, and became a successful merchant after a move to California. In California he served as Treasurer of the United States Minti in San Francisco from 1868 to 1877, and in the California Legislatute. He was then elected to represent California's 8th District in the United States House of Representatives, serving from 1885 to 1889. After his Congressional term ended, he was elected as a Senator from California to the United States Senate to fill the vacancy caused by the death of Senator George Hearst, and served from 1891 to 1893. His final public office was that of the Director of California State Prisons, which he was from 1903 to 1907. He died in Menlo Park, California in 1914. (bio by: Russ Dodge)
