Born in Warrenton, North Carolina, he graduated from the United States Military Academy at West Point in 1814 and was commissioned as a Second Lieutenant of Artillery that same year. He served in the War of 1812 as acting Assistant Engineer. He resigned his commission on May 17, 1815 and became a student at the College of William and Mary in Williamsburg, Virginia. After moving to North Carolina he became a member of the North Carolina House of Commons (1819 to 1823) and was elected as a Representative from North Carolina to the United States House of Representatives, where he served from March 4, 1827 until March 3, 1829. He served as principal of the Warrenton Female Seminary in North Carolina until his appointment as Superintending Engineer for the construction of public works at the Mare Island Navy Yard in California on September 16, 1854, a position he held until his death there.
