He showed an affinity for the clergy as early as age 11 and was ordained into the priesthood June 22, 1902, Missionary Sons of the Immaculate Heart of Mary. He first gained notariety ministering to the Spanish speaking parishes of California and Texas in the United States, where he also mastered English. His distinction led to his assignment in Panama in 1925, organizing the new Vicariate of Darien. He was consecrated Bishop of Tanis by Archbishop Rojas the following year. During this time, he simultaneously functioned as Vicar Apostolic of Darien, rebuilding the cathedral at Colon and establishing native missions. His post as vicar came to an end in 1932, when the Vatican appointed him Auxiliary Bishop. Following the death of Rojas, he was consecrated archbishop on February 24, 1933. Maiztegui continued the mission expansionism of his predecessor by establishing further religious orders, founding more parishes, building schools, and encouraging native-born clergy.
