Florida Governor. Educated at the Florida Agricultural College, he studied law, was admitted to the bar in 1892 and established a law and banking career in Lake City, Florida. He was Mayor of Lake City, for three terms, served in the Florida State Senate, from 1907 to 1913 and a delegate at the Democratic National Conventions, (1924-28, 32). In 1936, he was elected as a Democrat the 27th Governor of Florida, serving until 1941. During his term, the Florida Highway Patrol was created, new taxes were a pressed and the state sponsored an exceptional display in the New York World's Fair. After leaving office, he lived in retirement until his death at age 76.
