US Congressman. Elected as a Democrat to represent New York's 4th District in the Sixty-third Congress, he served from 1913 to 1915. Brown was born in New York City and graduated from Harvard University in 1903, where he was roomates with Franklin D. Roosevelt. He was active in real estate while also serving in Squadron A of New York's National Guard for five years. Defeated by Frederick C. Hicks for election to the Sixty-fourth Congress in 1914, he unsuccessfully contested the results but remained involved in politics. Brown was a special assistant to the Secretary of the Interior from 1917 to 1918, briefly served as a private in the Tank Corps during World War I, and was joint secretary of President Woodrow Wilson's Industrial Conference (1919); in addition he was a delegate to the Democratic National Conventions in 1920, 1924, and 1936. Most of his later life was spent on his cattle ranch in Big Sur, California, where he was elected to the sheriff's posse of Monterey County in 1947. He died in Fort Myers, Florida.
