Delaware Governor. He was a New Castle County farmer, when he was appointed as justice of the peace, in 1805. He also was appointed Colonel of the Third Regiment of the Delaware Militia, serving (1807-08). In 1816, he was elected as a Federalist and served as the 20th Governor of Delaware, serving until 1821. During his tenure, the Society of the State of Delaware for the Promotion of American Manufactures was established. After leaving office, he served as president of the Commercial Bank of Smyrna, until his death at age 60.
