Served as the Mayor of Louisville, Kentucky, from 1961 to 1965. He was elected as a Republican to represent Kentucky's 3rd District in the United States House of Representatives, serving from 1967 until 1971. He was defeated in 1970 for re-election by Congressman Romano L. Mazzoli, who would hold the seat for the next 23 years.
